Five years since misadventures, Wreck-It Ralph and Vanellope von Schweetz are still best friends who hang out every night after work in Litwak's Family Fun Center and Arcade. While Ralph is content, Vanellope admits being bored with her game's predictability as they learn that Mr. Litwak installed a Wi-Fi router. Ralph tries to cheer Vanellope up with a secret bonus track in Sugar Rush during its twentieth anniversary. Vanellope enjoys the track, but goes against the controls of the player, Swati to ride it, causing the steering wheel on the console to pop off, and Litwak inadvertently breaks it while trying to replace it. Since the company that made Sugar Rush is defunct, one of the kids finds a replacement for Litwak on eBay. Unfortunately, Litwak finds it too expensive and has no choice but to unplug Sugar Rush, leaving Vanellope and its citizens homeless.
In the Australian Outback, a young boy named Cody rescues and befriends a rare golden eagle called Marahuté, who shows him her nest and eggs. Later on, he falls into an animal trap set by Percival C. McLeach, a local poacher wanted by the Australian Rangers. When McLeach finds one of Marahuté's feathers in Cody's backpack, he realizes he knows the eagle's location, and reveals he killed another, Marahuté's mate. McLeach throws Cody's backpack to a pack of crocodiles to trick the Rangers into thinking that Cody was eaten, and kidnaps him, intending to extract Marahuté's whereabouts. A mouse, the bait in the trap, runs off to a secret outpost, from which a telegram is sent to the Rescue Aid Society headquarters in New York City. Bernard and Miss Bianca, the RAS' elite field agents, are assigned to the mission, interrupting Bernard's attempt to propose marriage to Bianca.

After a talk with Fix-It Felix Jr. in Tapper's, Ralph decides to venture with Vanellope to the Internet to find and purchase a new wheel for Sugar Rush from eBay. Bernard and Bianca go to find Orville the albatross, who aided them previously, but instead meet his brother, Wilbur, whom they convince to fly them to Australia. The two follow a Litwak avatar into the world of the Internet. They discover KnowsMore, a search engine who points them towards eBay. There, Bernard and Bianca meet Jake, a hopping mouse who is the RAS' local regional operative. Jake becomes infatuated with Bianca and flirts with her, much to Bernard's dismay. He serves as their "tour guide" and protector in search of the boy. Wilbur accidentally bends his spinal column out of shape trying to help them, so Jake sends him to the hospital (an old abandoned ambulance). Ralph and Vanellope successfully acquire the wheel by placing the highest bid for it, but find they have no money to complete the purchase, which they are told will expire within 24 hours. After consulting pop-up advertiser, J.P. Spamley, Ralph and Vanellope venture to popular online game, Slaughter Race, to steal a valuable car they can sell for $40,000. After engaging in a high speed chase throughout Slaughter Race, the car's owner, Shank, commends Vanellope for her racing skills, causing visible jealously in Ralph at the budding friendship. Despite not allowing the pair to take her car, Shank posts a video of Ralph taking a leaf blower to the face.
At McLeach's hideout, Cody is imprisoned with a number of captured animals after refusing to divulge Marahuté's whereabouts. Cody tries to free himself and the animals, but is thwarted by Joanna, McLeach's pet goanna. Vanellope and Ralph, knowing about Shank pointing them towards sharing site BuzzzTube, meet up with chief algorithm, Yesss, who gives Ralph the funds earned from his videos popularity. When the money earned turns out to not be enough, to keep Vanellope from returning to Slaughter Race to consult Shank, Ralph decides to make more videos playing off the top trends to earn more money. Ralph becomes a viral sensation, with Yesss playing off this by having her assistants venture out into the Internet and spamming users with pop up ads. Wanting to feel useful, Vanellope offers up her services as a pop up advertiser. Not wanting her to fall back into Slaughter Race, Ralph has Yesss appoint her to the fan-site, Oh My Disney!. There, Vanellope escapes the First Order Stormtroopers and runs into the Disney Princesses; Cinderella, Snow White, Aurora, Tiana, Moana, Anna, Elsa, Mulan, Ariel, Pocahontas, Rapunzel, Belle, Jasmine and Merida. Vanellope gives them comfortable clothes to wear as they enlighten her on the importance of finding and pursuing your dream through song. As Wilbur refuses to undergo surgery and escapes his captors, his back is unintentionally straightened in the struggle with the mouse medical staff. Cured, Wilbur departs in search of his friends. Realizing that Marahuté's eggs are Cody's weak spot, McLeach tricks Cody into thinking someone else killed Marahuté and releases him, knowing Cody will go to Marahuté's nest. Bernard, Bianca, and Jake arrive as McLeach gives chase and jump onto his halftrack to follow him. Meanwhile, despite being hurt after reading the rude and mean-spirited comments posted on his videos, Ralph successfully earns the money for their eBay bid. However, Vanellope is inspired to return to Slaughter Race in her own musical number.
After Ralph gets the Sugar Rush wheel purchased at eBay, he accidentally answered over the phone and put on mute, finding Vanellope back in Slaughter Race confiding in Shank about her desire to stay there and leave the arcade. Desperate to not lose his friend, Ralph approaches Spamley about any possible virus that would make Slaughter Race more boring and less desirable for Vanellope just like what happened when they are playing TRON. Spamley takes Ralph to the dark web where they meet a virus creator named Double Dan, who gives them Arthur, an insecurity virus that analyzes any imperfection and spreads it to other parts of its surrounding area. Ralph and Spamley unleash Arthur into Slaughter Race while Vanellope and Shank were racing, but unexpectedly replicates Vanellope's glitch throughout the game. That causes Slaughter Race to reboot, almost killing Vanellope in a server crash until Ralph rescues her. At Marahuté's nest, the mice try to warn Cody. Vanellope assumes the crash was her fault, but a guilty Ralph explains what he had done. Feeling betrayed, she takes the hero medal she made for him and throws it over the ledge. Just then, Marahuté appears and McLeach captures her, along with Cody, Jake and Bianca. Arthur escaped from Slaughter Race and scans Ralph's insecurities and spreads them throughout the Internet itself while Ralph recovers the completely broken medal. McLeach then sends Joanna to eat Marahuté's eggs, but Bernard manages to trick her using egg-shaped stones, and she leaves without harming the real eggs. Wilbur arrives at the nest, whereupon Bernard convinces him to sit on the eggs while he goes after McLeach.

The virus manifests into hundred of alternate versions of Ralph that tear up the Internet in a rampant search for Vanellope. With the help of KnowsMore, the pair uses Yesss's limo in attempt to lead the horde of virus Ralphs to an anti-virus software. McLeach takes his captives to Crocodile Falls, a huge waterfall at the end of the river he threw Cody's backpack into. He ties Cody up and hangs him over a group of crocodiles in attempts to feed him to them, but Bernard, riding a wild razorback pig he tamed using a horse whispering technique he learned from Jake, arrives and disables McLeach's vehicle. McLeach then tries to shoot the rope holding Cody above the water, but Bernard tricks Joanna into crashing into McLeach, sending both of them into the water. The virus Ralphs form a giant that captures Vanellope, as Ralph attempts to fight them off. The crocodiles attack McLeach and Joanna, while behind them Cody falls into the water as the damaged rope breaks. Bernard dives into the water and holds Cody long enough for Jake and Bianca to free Marahuté. Vanellope surrenders as Ralph was about to get killed but he catches their attention and calls them out on their possessiveness of Vanellope, claiming that letting go and accepting her choice to stay in Slaughter Race doesn't have to mean the end of their friendship, and can actually strengthen their bond. While Joanna flees, McLeach fends off the crocodiles, but forgets until too late about the waterfall and plunges over it to his death. Having let go of his insecurities, the gigantic virus Ralph disintegrates, in the process dropping Ralph, who is saved with the help of the Disney Princesses. Marahuté is allowed to save Cody and Bernard just as they go over the waterfall.
The Internet is resorted and Vanellope decides to stay in Slaughter Race after Shank arranged her to respond in her new home, giving her half of his medal. Bernard, desperate to prevent any further incidents, proposes to Bianca, who eagerly and happily accepts while Jake salutes him with a new-found respect. Safe at last, the group departs for Cody's home. Ralph returns to the arcade and as Sugar Rush is replugged, he participates in activities with the other arcade members, while regularly video chatting Vanellope. He watches the sunrise from Game Central Station, coming to peace with the changes in his life as he heads to work with Felix.
Meanwhile, Marahuté's eggs finally hatch, much to Wilbur's chagrin.
Ralph and Vanellope crash a child's Pancake Milkshake game on her iPad.
